An Asbestos Management Survey as defined by ’Asbestos: The Survey Guide’ (HSG 264) purpose is to locate, as far as reasonably practicable, the presence and extent of any suspect Asbestos Containing Materials in the building which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition.
Management Surveys can involve a combination of sampling to confirm asbestos is present or presuming asbestos to be present. Ordinarily samples are taken to confirm whether asbestos fibres are present in the suspect material. This is more cost effective for the client in the long term as clients can often end up managing presumed asbestos containing materials that do not contain asbestos. Samples should be taken according to the sampling procedures set out in HSG264.
Each sample undergoes a material risk assessment. This considers the product type, accessibility, condition and surface treatment. Any actions from the material assessment score should be outlined within the conclusions and associated recommendations.
The results of the Management Survey should be incorporated into an Asbestos Management Plan for compliance with the Duty to Manage Regulation 4 of the Control of Asbestos Regulations, 2006. This will require a prioritisation assessment score rating for the asbestos containing materials detected during the course of the Management Survey. An Asbestos Register and annotated plan will be required alongside this documentation.
