The issue of flooding and the impacts it can have on existing property and on the location of development sites has become a major issue in recent years, particularly following the extensive flood events during the summer of 2007. Flooding has the potential to cause extensive damage to property as well as threatening lives and human health. Although it is not possible to wholly prevent flood events it is possible to reduce or mitigate the impacts through good planning and management. With the predicted climate change over the next few decades there may well be milder wetter winters and hotter drier summers across the UK, while sea levels will continue to rise. It is likely that these factors will lead to increased and new risks of flooding with the lifetime of planned developments.
Planning Policy Statement 25 (PPS 25), Development and Flood Risk, was developed to ensure flood risk is taken into account at all stages during the planning process to avoid inappropriate development in areas susceptible to flooding and to direct development away from areas at highest risk.
